This is 1 of the (Victorian) Crazy quilt blocks that visitors laid out for Kathy Garrison at the Allegany County Fair in Angelica, NY.
"The fabric scraps are pieced (by Kathy as part of the demo) onto a muslin square. Each visitor picks 1 fabric scrap from our box of assorted pieces and I attach it to the block while they watch. I also give them some block history. I think of it as a teachable moment. Our demos (a different block pattern every year) are very popular with families every year. All blocks made at the fairs are made into quilts that go to Women's & Children's Hospital, Children's Oncology Ward, Buffalo, NY. Our quilting group has been making quilts for them for over 20 years. Marian Dougherty, notice that 4 of your scraps are in this block. Those blues & yellows are very popular with the visitors!!"-KG
